Contingent Upon Award 

We are looking for an expert Senior Agile Program Manager (Federal) – Contingent Upon Award – with a passion for delivering technology products to solve complex business problems, overseeing a large team to take ideas from concept to adoption and achieve desired business outcomes. This role oversees a complex, multi-year federal Salesforce implementation with responsibility for ensuring all project deliverables are delivered on time and with high quality. This role requires in-depth experience with delivering large-scale technology solutions using agile scrum techniques in a federal government environment. It demands expert collaboration, influence, persuasion, and presentation skills.  

Key Job Functions 

  • Oversees the program management team and acts as the single point of accountability for program success. 
  • Mentors the delivery team to follow agile scrum principles including continuously improving their agile maturity level. 
  • Provides direct supervision for technical and non-technical staff and serves as the company’s authorized interface with the Government Contracting Officer (CO), the Contracting Office’s Representative (COR), government personnel and customer agency representatives.  
  • Manages technical and non-technical teams providing day-to-day management of contract support operations and planning production of contract deliverables. 
  • Manages subcontractor relationships including subcontracting arrangements, program performance, and adherence to subcontractor statements of work.  
  • Schedules and conducts weekly status meetings with senior program leadership. 
  • Serves as the first point of contact for client escalations, ad-hoc calls, reports, and other requests. 
  • Responsible for keeping program stakeholders informed of the current program schedule, status, risks, and issues. 
  • Proactively identifies and manages risks and issues to mitigate risk to the overall program. 


  • Certified Project Management Professional (PMP). 
  • Certified Scrum Master (CSM), Professional Scrum Master Level (PSM) 1 or higher, or equivalent agile certification. 
  • 15+ years’ experience leading, designing, and implementing complex IT solutions. 
  • Must be able to work onsite with the client up to three days per week (Washington, D.C). 
  • Proven track record of navigating across organizational boundaries to successfully influence others and build trust-based relationships, maintain poise and professionalism during challenging conversations. 
  • Intellectually curious; seeks out opportunities to expand professional knowledge and network; funnels found knowledge into continuous process improvement activity. 
  • Self-starter who thinks and works independently and requires minimal oversight, management, and direction. 
  • Large team leader who collaborates within the team to guide team activities and ensure team member deliverables are of high quality and are delivered on time 
  • Can easily shift focus between high priority tasks as required. 
  • Proven ability to learn new business concepts and skills quickly. 
  • Excellent verbal and written communications skills. 
  • Strong attention to detail with proven analytical and problem-solving skills. 
  • Expert knowledge of the Microsoft Suite (MS Project, MS Word, MS Excel, MS PowerPoint, MS Outlook). 


Bachelor’s Degree or equivalent experience. 

Minimum Experience 

15+ years of related experience in program and project management. 

Preferred Skills 

  • In-depth knowledge of Salesforce. 
  • Experience with Program Management in an agile federal government IT transformation.
